James Gustave Speth is a prominent American environmental lawyer, policy advisor, academic leader, and influential advocate for systemic environmental reform. Speth has been a leading voice in connecting environmental degradation to failures in economic systems.

Key Contributions:

  • In 1970, Speth co‑founded the Natural Resources Defense Council (NRDC), one of the most influential environmental legal advocacy organizations in the U.S. He served as a senior attorney there from 1970 to 1977, helping shape groundbreaking environmental litigation and policy during the nation’s formative years of environmental law.
  • Speth served in the Carter administration as a member—and later Chairman—of the Council on Environmental Quality (CEQ) from 1977 to 1981. As CEQ chair, he was President Carter’s principal environmental adviser, overseeing the development and coordination of federal environmental policy. During this period, CEQ released the influential Global 2000 Report (1980), which warned of the dangers of climate change and resource degradation.
  • In 1982, Speth founded the World Resources Institute (WRI), a globally respected environmental think tank based in Washington, D.C. He served as president until 1993, guiding research and policy initiatives on sustainable development, energy, and global environmental challenges.
  • From 1993 to 1999, he served as Administrator of the United Nations Development Programme (UNDP) and Chair of the UN Development Group, where he integrated sustainability and poverty‑reduction strategies into global development frameworks.
